The Federal Motor Carrier Safety Administration (FMCSA) is modernizing the agency’s registration system to improve the user experience and to make the system more fraud resistant. The goal of the modernization initiative is to streamline processes to create a one-stop registration system that is safe and secure as well as intuitive.

FMCSA invites stakeholders to its second listening session on the topic. The virtual FMCSA Registration Modernization Stakeholder Day II will be held Wednesday, May 29, 2024, from 1:00 pm ET to 3:00 pm ET. As the agency develops a more user-friendly registration system that manages the registration life cycle of regulated entities, FMCSA would like input from current and potential users of the new online registration system. Users may include motor carriers, brokers, freight forwarders, insurance companies, financial institutions, process agents, blanket companies, and third-party service providers.

User-friendly changes

FMCSA acknowledges that the current application process can be complex. As such, the agency aims to use better technology and system design to simplify the process, improve data quality, improve safety by adding fraud prevention and IT security measures, and improve interoperability between FMCSA state and industry systems using one database.

The new registration system will be released in FY2025 and will feature:

  • Enhanced fraud-resistant security
  • Streamlined CMV registration processes
  • Improved user experience and data collection
  • Real-time data validation, smart logic and edit checks to reduce errors
  • Consolidation of forms into a single online application, which will effectively sunset existing IT systems

Capabilities under consideration

Other capabilities under consideration will make it less burdensome on users to enter necessary information, such as an intuitive system that has error prevention features like edit checks, smart logic and hard stops, as well as auto-populating pre-existing customer information to decrease redundant data entry. In addition, users will use a USDOT number as the sole identifier, and motor carrier docket numbers will be eliminated.

All requested items for the system will be digital, which means things like supporting documentation can be easily uploaded. Customers will have accounts, which will make it easier for registered entities to access their own registration letters, decisions, etc., and see it all on dashboards. It will also make it easier for FMCSA to communicate electronically with users. The registration system will be mobile-friendly, so that users can utilize the website on devices like smart phones and tablets.
