FMCSA’s Enhanced PRISM Level Stops Reincarnated Carriers

The Enhanced level of FMCSA’s Performance and Registration Information Systems Management (PRISM) prevents commercial motor vehicle (CMV) registration of carriers who attempt to violate their Federal Out-of-Service (OOS) order by changing their name to “reincarnate” or re-registering undetected.

Enhanced PRISM gives States the data and tools they need to identify and flag large CMVs (gross vehicle weight rating 26,001 pounds and above) subject to federal OOS orders before they can register or renew their CMV registration. The process allows States to detect whether carriers are reincarnating to avoid federal OOS sanctions. By leveling up to Enhanced PRISM, States can ensure that carriers address their federal OOS orders before they can continue operating safely on our nation’s roadways.

How can States level up to Enhanced PRISM?

  • They must implement the twelve requirements for Full and Enhanced participation.
  • They must have existing State legislation to deny or suspend the registration of carriers attempting to reincarnate under a new USDOT number or company name.
  • Their IT systems must have the ability to check every Vehicle Identification Number (VIN) against a PRISM file before issuing a new or renewed registration to verify if the CMV is registered or was previously registered to a motor carrier under a federal OOS order.
  • They must have a documented process that enables registration staff to identify reincarnated carriers and put State systems on alert.

FMCSA encourages States at Full participation to level up to Enhanced PRISM and stop reincarnated carriers in their tracks.
