The Federal Motor Carrier Safety Administration (FMCSA) will hold its next virtual meeting of the Truck Leasing Task Force (TLTF) on Thursday, June 13, from 10:00 am to 4:00 pm ET.

Chartered by the Secretary of Transportation on February 11, 2022, TLTF is charged with examining the terms, conditions, and equitability of common truck leasing arrangements, particularly as they impact owner-operators and trucking businesses subject to such agreements. The U.S. Department of Transportation includes the U.S. Department of Labor and the Consumer Financial Protection Bureau (CFPB) in TLTF’s deliberations. TLTF members represent motor carriers, owner-operators, labor organizations, attorneys, educators, consumer protection groups, and other industry businesses.

The upcoming virtual meeting will consider whether truck leasing agreements properly incentivize the safe operation of vehicles, including driver compliance with hours-of-service regulations, laws governing speed and safety, and resources to assist CMV drivers in assessing the financial impacts of these agreements. In addition, CFPB will update TLTF on its preliminary findings related to submitted leases for commercial motor vehicles (CMV). Lastly, there will be a public comment period that will allow CMV drivers and lessees to share their personal experiences with fraud or predation, and to present any supporting information they would like TLTF to consider in its recommendations on such agreements.

Attendance is open to the public. Registration is required, preferably by Friday, June 7.

March Meeting Recap

TLTF met previously at the Mid-America Trucking Show in Louisville, KY, on Thursday, March 21, 2024. While the hybrid meeting had in-person and virtual access for its entirety, the in-person portion was held at the Kentucky Exposition Center and featured a visit from FMCSA’s then-Chief Counsel Brian Stansbury.

The meeting considered the impact of truck leasing agreements on the net compensation of CMV drivers, including port drayage drivers, and specific agreements available to drayage drives at ports relating to the clean truck program or similar programs to decrease emissions from port operations. A public comment period allowed drivers and lessees of CMVs to share their personal experiences with predatory leases and to present supporting information to assist TLTF in making recommendations on such agreements.
